Rules of the Kim Il Sung-Kim Jong Il Foundation

Article 1 Establishment

The Kim Il Sung-Kim Jong Il Foundation was established on the occasion of the centenary of the birth of President Kim Il Sung and the 70th anniversary of the birth of Chairman Kim Jong Il, in reflection of boundless reverence of all the Korean people and the world’s progressives for the great leaders and their unanimous wish to hold them in high esteem forever as the Sun of Juche.

Article 2 Mission

The Kim Il Sung-Kim Jong Il Foundation is to preserve the Kumsusan Palace of the Sun, where the great leaders lie in state, as the eternal supreme sanctuary of Juche and to raise funds for education, public health and environmental protection, as well as for peace and progress of mankind true to the instructions of the great leaders who devoted their all to the well-being of the people.

Article 3 Headquarters and Offices

The Kim Il Sung-Kim Jong Il Foundation is headquartered in Pyongyang, the capital of the Democratic People’s Republic of Korea, and shall have its offices abroad.

Article 4 Top Governing Body

1. The Board of Directors (BD) shall be the top governing body of the Kim Il Sung-Kim Jong Il Foundation and the Secretariat shall represent the BD between its sessions.
2. Chairman, vice-chairmen and directors shall be elected by the BD.
3. Members of the BD shall abide by the Rules, have rights to speak and vote in discussions, and perform their assigned by the BD.
4. The BD shall consist of 10 to 15 persons, or more, if necessary.
5. The term of office or the BD shall be 4 years and it sahll meet more than once annually.
6. The session of the BD shall be met when it has a quorum of at least two thirds of the total number of its members.
7. The Secretariat shall have relevant departments and have authority to form or dissolve a department.

Article 5 Duties of the Board of Directors
The Board of Directors shall:

1. Review the results of the activities of the Kim Il Sung-Kim Jong Il Foundation and deliberate and decide on measures to expand and develop the Kim Il Sung-Kim Jong Il Foundation;
2. Formulate, amend and supplement the Rules;
3. Assign duties to the members of the BD;
4. Deliberate and decide on the orientation and plan for the development of the Kim Il Sung-Kim Jong Il Foundation; and
5. Delibrate on and approve the budget of the Kim Il Sung-Kim Jong Il Foundation.

Article 6 Duties of the Secretariat
The Secretariat shall:

1. Organize and conduct all the activities of the Kim Il Sung-Kim Jong Il Foundation between the sessions of the BD;
2. Give local and external publicity to the popular traits and exploits of President Kim Il Sung and
Chairman Kim Jong Il;

3. Organize and conduct activities conducive to education, public health and environmental protection, as well as to peace and progress of humankind true to the instructions of the great leaders;
4. Edit, print and issue various publications for promoting the Kim Il Sung-Kim Jong Il Foundation;
5. Accept, manage and disburse the donations;
6. Carry out the making and awarding of the Certificate of Donation;
7. Work out the orientation of the development of the Kim Il Sung-Kim Jong Il Foundation and compile its budget; and
8. Undertake exchange and cooperation with foreign counterparts.

Article 7 Membership

1. Members of the Kim Il Sung-Kim Jong Il Foundation, as non-standing members, shall be individuals or organizations who have accepted the rules for membership and are desirous of contributing to the deveploment of the Kim Il Sung-Kim Jong Il Foundation.
2. Individuals or organizations hoping to be members shall notify the Secretariat of their wishes and go through relevant formalities to be a member or a member organization.
3. Member shall pay charges for admission registration and the membership fee.

Article 8 Donation

1. Any person willing to donate with a profound feeling of respect for President Kim Il Sung and
Chairman Kim Jong Il may take part in donation regardless of nationality, race, political view and religious belief.

2. Donations shall be made in cash in principle, or in the form of various assets which can be expressed as or converted into cash if need be.

Article 9 Managment of Donations

1. The Kim Il Sung-Kim Jong Il Foundation shall, in principle, disburse donations according to the decision of the BD.
2. The Kim Il Sung-Kim Jong Il Foundation shall use donated assets by converting them into cash if need be.
3. The Kim Il Sung-Kim Jong Il Foundation shall make known the details of the spending of donations at the annual sessions of the BD.
4. The Kim Il Sung-Kim Jong Il Foundation shall have its own financial accounting.

Article 10 Favours to Donors

1. Individuals or organizations who have donated to the Kim Il Sung-Kim Jong Il Foundation shall be given a certificate of donation issued by the BD.
2.Donors who have made a huge contribution to the work of the Kim Il Sung-Kim Jong Il Foundation shall be conferred an honorary title by the BD.
3. Donors shall be provided with every convenience for their activities in the territory of the DPRK.

Article 11 Economic Activities

The Kim Il Sung-Kim Jong Il Foundation shall have a corporation that conducts economic and trading activities to ensure sustained fund-raising.

Article 12 Name and Logo 

1. The Korean name of the Kim Il Sung-Kim Jong Il Foundation is 김일성김정일기금, its English name is
KIM IL SUNG-KIM JONG IL FOUNDATION, and its abbreviation is KKF.

2. The Logo of the Kim Il Sung – Kim Jong Il Foundation bears the design of a torch in the middle of the globe encircled by cheering crowds with the inscription of the Korean and English Names of the Kim Il Sung-Kim Jong Il Foundation.
